A notice from Phantom Thief Kid arrives at a vault owned by a conglomerate in Hakodate, Hokkaido. Kid targets a Japanese sword related to Toshizo Hijikata, the vice-commander of the Shinsengumi who lived during the end of the Edo period. Why is Kid, known for pursuing the phantom “Big Jewel,” aiming for a sword this time?
Meanwhile, Heiji Hattori and Conan's group visit the area for a kendo tournament held in Hakodate and agree to help with the investigation on the day of the announced crime. Later, Heiji brilliantly uncovers Kid's disguise and corners him, but......!?
At the same time as Kid's notice, a body with a cross-shaped cut on its chest is found near the vault. The suspect is a man known as the “merchant of death,” who operates as an arms dealer across Asia. He was searching for a treasure hidden somewhere in Hakodate by the conglomerate's first head, rumored to be a powerful weapon.
